In a mixing bowl and with an electric mixer, whip the heavy whipping cream until stiff peaks. In a ziploc bag, place the freeze dried raspberries and crush with a malet until powder. Add the raspberry powder to the whipping cream along with the powdered sugar. Place the whipped cream mixture into a piping bag with a large tip. Pipe the whipped cream over an oreo. Put a fresh or freeze dried raspberry on the top. Keep in the fridge until ready to serve.
