Preheat oven to 350 degrees. In a mixing bowl, with an electric mixer, whisk together the butter, peanut butter and sugar until light and fluffy. Once the butter and sugar are creamed together, add the eggs, vanilla extract, baking soda, baking powder and salt. Continue to mix until combined. Then add the flour and mix for a minute. Add the Oreo cookies to the batter and mix until the Oreos are mostly crushed and combined. Keep the Oreos in somewhat large pieces for better texture. Spray a 9x13 pan with cooking spray and press the batter into the pan evenly. On the top of the bars, gently press into the cookie bar the peanut butter chocolate chips. Bake the bars for 18-20 minutes, or until the center is set up and no longer soft (don't over bake or they will dry out). If you want more peanut butter and chocolate on your bars, you can melt a little creamy peanut butter and drizzle over the top. You can also drizzle the top with melted chocolate if you wish. They are great without it, so take or leave that extra step ?
